Are witness letters permissible in civil court if notoized and if the witnesses all live in Florida and about 5 hrs. away from the court in question

No. The letters are "heresay". In most instances they are not admissible as they are out of court declarations and the opposing side does not have the opportunity to cross examine the declarant. If the information is impirtant to your case you really need to subpoena the witnesses to appear.
