H4 to H1 conversion

Right now my wife is on dependent H[H4] status. can she get a conversion to H1 status, if so what is the procedure?

Your wife must do a change of status to H1-B (Form I-129) after the LCA is approved. I do not recommend you do this without a lawyer. Good luck, and email for more information.
