permanent residency application denied

applied for permanent residency 6 years ago

was told last year by a uscis officer that my case got denied 4 years ago

never recieved a notice of denial or any other document, when i asked about my case, i was told is pending and i need to be patient

do i have to start all over again and what would be my status?

i would like to go visit my family in germany, what do i have to do?

I suggest that you request your file from USCIS and that you try to get a copy of the notice of denial to determine when and where it was sent, reasons for denial, and whether there are any possibilities to reopen the case.
