Involuntary Voluntary Salary Reduction

In early to mid 2001 i was given a performance review and my salary was increased by $5000. in december of 2001 the company initiated a 10% salary cut and asked emplyees to sign a document agreeing to this cut. I am unaware of any statement in company documents stating they can reduce salaries at will, thus i am assuming the reason for the requirement to sign the agreement document. I am now making less than the amount at which i was hired. I refused to sign the salary reduction agreement with no obvious repercussions. My question(s): Is this a legal practice? If not, what are my possible actions to receive the money i feel is owed to me? Also, are there any interest type penalties the emplyer must pay and must potential raises be included in the reimbursement?
