on-call requirements
Is it lawful for a company to require hourly employees to carry a beeper for on call staffing issues 24 hours a day for 7 days each month without compensation?

Simply requiring employees to be reachable by beeper is not a violation of any law nor does it require additional compensation.
Nevertheless, if substantial restrictions are placed on the employees in addition to that, then compensation may be available. Anytime, a person is beeped and required to come into work is also compensable of course. The question is whether the employee is required to spend his time primarily for the benefit of the employer. If you are constantly being beeped and required to do things for which you are not being compensated, then that could be a very strong lawsuit.
