Legal Question in Landlord & Tenant Law in Alabama

I recently inquired about renting an apartment and the leasing office told me that I would be required to pay for water, however, there are not individual meters on the property. The water billed would come from an estimate based on the size and number of occupants in my apartment. They also told me that the bill would not come from our local water utility company but from an independent company that has been hired to handle the billing for this complex. Is this legal?

Your question, "is it legal?", is "different from is it fair?". I know of nothing that requires a land lord to stick to one method of determining the charge for utilities in an apartment. You might not want to enter into a contract with this lessor if you don't feel confortable about his methods. But It probably is legal, depending on the terms of the lease, and if this method is disclosed before the lease is executed.
