Flipping a car cause of the other driver

if i had a passing line went around a vehicle and seen the other vehicle didn't speed up so started around it and it turned left into my passenger front panel who's at fault?

Did the other driver have his turn signal on? If not, he is most likely at fault. Was anyone hurt? If you want to pursue an action against the other driver, give me a call at 322 - 3747.
