Legal Question in Personal Injury in Alabama

I have a claim agaist the state of Alabama on a slip and fall injury in which I have been denied by the board of ajustors.I have been treated like a joke from May 31,2004 in which this happen, is it true that I will not stand a chance agaist the board,because they only use people from there group of people?
