Personal property
My car has been repossed and i had some 22 inch wheels on it and i called the guy and asked the guy can i get my wheels back and he said no can you please help.

Call Birmingham Area Legal Services to see if they can help you get your wheels back. My guess though is that unless you can deliver the original wheels to the repo man, he has no obligation to return your wheels.
