Last Will and Testament: How legally binding is the phrase 'I direct'' regarding how money is used?

Without actully seeing the context of the phrase, this is only a guess, but generally speaking, "I direct" means "this is what I want and since this is MY property, not your's, this is what I expect to happen unless you want to explain it to the Probate Judge why you disobeyed my specific instructions." In other words, it is not an idle suggestion but a mandate.
