When stopped by a male officer... Is he aloud to ask a female civilian to remove all of her outer jackets and such on a dark road at night in winter in order to look for track marks???

It doesn't really matter how dark, or what time of year it was, He could only ask her to remove the jackets If he had probable cause to either arrest her or reasonable suspicion to question her, and it was necessary that she remove that clothing in order to be sure she didn't have a weapon on her.

Your question suggests the officer may have been sexually harassing her. It doesn't really appear to be a case of sexual harassment under these circumstances.
