Legal Question in Credit and Debt Law in Alaska

How to claim a home made race car that has no VIN or ID numbers. Owner asked me to work on the car, paid a little down on it, moved out of state, and called me once to let me know his wife is bringing me some money. When she showed up she said she would not put anymore money into the car and walked out without paying what was owed. I wasn't able to get an address from her and they will not answer their phone or call me back. The DMV wants numbers or they can't help me. What can I do?

As I recall, Alaska's motor vehicle code has provisions for lost vehicle titles.
