Legal Question in Family Law in Alaska

My boyfriends wife refuses to sign and return divorce papers although they have been apart for 3 years. We live in Alaska, she is in Oregon somewhere. The first time we sent them she claims she spilled coffee on them and so we sent them over a month ago again. We even sent her $40.00 for notary and mailing costs to ensure that she return them. She notified us last night that she is not signing them. What can we do??

It appears that by "divorce papers" you mean a dissolution agreement. If she doesn't want to sign, he would have to sue her for a (contested) divorce.
