Legal Question in Family Law in Alaska

My niece is having problems getting her wayward husband to sign divorce papers. He was on drug rehab and currently resides in Washington. He quits his job every time the law catches up with him so that they aren't able to garnish his wages to support his child. My niece and her child are in Alaska. Can she get divorced without his signature?

Certainly. The signing of "divorce papers" is only necessary when the parties can agree to the terms of the divorce. When they do not, it would be a contested divorce. She simply needs to serve him with process, as with any other civil case, and if he fails to contest it she will likely get what she asks for by default.
