Parental rights termination for the purpose of stepparent adoption

I have a three year old daughter, her biological father hasn't been a part of her life in over two years and has no desire to ever be a part of her life, we have no custody agreement, no child support order. She has a certificate of indian blood stating that she is 1/16th Eskimo but as far as I know does not belong to any tribe and does not receive benefits from a tribe. My husband, who is the only father she has ever known wants to adopt her...how do we go about getting her biological fathers rights terminated so that my husband can adopt her?

You can file a petition to terminate his parental rights under Iowa Code ch. 600A.
