are pre nup agreements binding? or can one party simply ignore the agreement? and what can be done to inforce the pre nup? thanks

Generally, yes. It would be used to determine the terms of a divorce or, if one of the spouses dies while the marriage is still in effect, the prenuptial agreement may possibly be enforced in probate. Specifically how the agreement is to be enforced is one of the things to be considered in drafting the agreement.
