Taking children out of state

My sister lives in alaska and cohabitates with a man. She has had 2 children by this man. She has been repeated abused physically and mentally and is wishing to relocate to another state. The fathers name is on the birth certificates. Can she just leave the state with the children? He has her fearing she will be charged with kidnapping. she just wants a secure and happy future for her children.
