Immigrant Visa for the United States

Two kids are US citizens mother is a Indian national, father deceased. The mother wants to go to the US leagally with the kids please advise if it is possible and avenue.

Mothers of children U.S. citizens are eligible for residence in the U.S.; however, they cannot apply until the child is 21 years of age. Historically this resulted from Mexican mothers who going into labor crossed the border into the U.S. and had their children in the U.S. and sought admission on that basis. As a result, legislative changes were enacted so that mothers of U.S. citizens must now wait until the U.S. citizen child is 21 years of age.
