I was cited a for parking over the time allowed by my state university. They spray painted my tire and denied my appeal which im not suprised. It has rained multiple times, it won't rinse off either.
Are they liable to restore my property to it's original condition? if so how can I reason
with them? They are overzealous and Very strict and this is BS.

Have you made some sort of a formal claim for damages to your car? I can't tell, because you mention an appeal, but it is unclear whether this appeal concerns the parking citation or not.
Yes, I believe they are liable for the tire. Get a written quote for a new tire and present it to the university risk management office, along with a letter demanding that they pay you. If they refuse, take them to small claims court.
