Legal Question in Family Law in Arizona
How am I supposed to divorce my wife that left in 2006 and now lives in Japan. She is a Japanese citizen and took the children there without my consent or knowledge while I was deployed to Iraq? She has refused to sign the summons twice, that I have sent her.

Do you just want a divorce or do you want a divorce where you should be able to see your child, although that will probably require you to pay child support? You may be able to get her served by publication or hire a company to serve her in-person in Japan. I work in Sierra Vista, Cochise County as a family law attorney. Have you considered initiating action in Japan? Depending on how long she has been there, Arizona may not have jurisdiction over the children. In that instance, Arizona can get you SINGLE, but could not enter orders regarding custody, support, property or debt. There may also be personal jurisdiction issues.
Even if you DID get her "served" while in Japan, you may have "HAGUE CONVENTION" issues. because I am not at all familiar with those, I would suggest you find immediately a Family Law attorney familiar with Hague Convention. I know time is of the essence in those matters, so I would suggest you act quickly.
