Do you need personal consent to use someones random picture in an advertisement flyer?

In a word, yes. Too little facts are presented here. Is this a commercial, for-business flyer, as opposed to a non-profit setting? What is the flyer advertising?
Use of someone else's image in a commercial format without consent is tortious and actionable, in general. But we need more facts to comment professionally.
