Is it legal for a car dealer ship to sell a car to a buyer with no license?

Your question does not clarify which type of license you refer to. Auto dealers must have a license to sell cars. I know of no requirement that a buyer have a driver's license. There are people who purchase cars for others, or to be driven by others.
