Car Title
My wife and I traded a BMW X5 that we owned free and clear for another vehicle free and clear, the problem is the dealership didnt change the title over and now my wife and I are getting letters from the Motor Vehicles Division that we need to register the X5 and now that we are going to be fined for not doing so, DMV said the technically we could go get a copy of the title since its still in our name and go pick of the X5, is that true and if so do I need some paperwork of some sort or what?

I would not recommend that you attempt to take possession of the vehicle. I would suggest that you notify the MVD, in writing, that you sold the vehicle to the dealer on the particular date and the details of the transaction. It seems to me that the dealer was/is trying to avoid paying taxes and registration costs, expecting that they would have sold the vehicle before now. Demand that MVD verify receipt of your notice and that they take action against the dealer for failure to record the transaction properly.
