Customer fraud
Customer cashes insurance check that was to be used to pay small business for work performed. what rights do we have or what law is there to add to a letter?

Your question is somewhat scarce in the facts department. I surmise that the insurance settlement was for some damage you repaired. Make a claim immediately against the insured, the person you had a contract with. Did you get an assignment of the insurance proceeds and present this to the insurance company before the check was issued? Did the insurance company ever promise you that you would be paid directly by them? If not, your remedy is against your customer.
