Handwritten Contracts
If an organization's standards in consumer contracts are typically electronic, can an electronic contract with handwritten financial features (legitimately signed by consumer) prove to be binding?

Your question is slightly lacking in detail. What do you mean by "handwritten financial features?"
Sounds like it would be enforceable, but cannot really say. We always have to see the whole document to give an opinion on a document, which is usually not possible here. And you do not state what your relation is to that document or any detail.
