Internal Job Posting denied to one department

Recently a promotion opportunity opened in the Customer Relations management team. Among the internal applicants were two members of the finance team. I have firsthand knowledge that these two candidates were highly qualified and were the top two choices for the CR Director. The Director was told he should not consider the two women from Finance and the top candidate (from Finance) was told that she would not be ''allowed to formally interview'' for the position. She was told that her low-level, low-paying, zero respect entry-level position was too valuable for her to be considered for the management promotion. Can a department head do this? The job posting was internal and per our HR Director ''open to all [company] employees.'' We're not even talking about whether or not the candidate was qualified. She would have been offered the position hands-down without the interferrance of the Finance team. I know this information because of my position in the Customer Relations department. I prefer to remain anonymous at this time - just in shock that the department is attempting this type of behavior. Do they have the right to hold someone back like this?

This is really a question of employment/labor law. Please re-submit under that category. Those whose professional practice it is to advise employees will have a chance to answer.

It sounds like there might have been some discrimination here. This lady should seek advice from counsel.
