does a paid web master own the right to the site he has been paid to create for a client? or; does the client own what he has pid for?

It depends upon the agreement between the parties and the task the webmaster was assigned. One who is employed to create a website for another does not acquire ownership of the website - that belongs to the employer, assuming the creator is paid for his efforts. If he is not paid, he may retain a full or partial interest in his work product under state law as a lien right, which will remain in effect until he is fully paid in accord with the terms of his employment.
