Law governing Automobile Rental agencies

I am just wondering if you could please tell me what the law mandates in phoenix, arizona in regard to automobile rental agencies. if they rent to persons under 21, is the agency required to carry additional liablility insurance specifically for those renters? or would their blanket policy cover this. please reply asap. thank you.

There is no special law, it just policy of the companies to get so little "trouble" as possible

I will have to respectfully disagree with the other response posted.

Arizona law requires the owners of all automobiles operated on the public streets to be insured for minimum liability limits. My understanding is that rental agencies have coverage, but that the individual coverage of a driver operating their rental car is primary.

Your question gives no facts. What is the problem that leads to your question? Did you wreck a rantal car? Did an unauthorized driver under 21 drive and wreck the car? Were you the victim of an accident caused by such a driver? I cannnot give a complete opinion on a professional basis without the facts.
