Legal Question in Business Law in Arizona
is it a against the law in anyway to have a raffle for a quilt...and the money we take in to pay out bills off...if we are up front with the people that are buying the tickets...like saying Help a Family to Pay Their Bills Off Before 2011?

Yes. This is a violation of Arizona's criminal laws. Private parties are not allowed to conduct a raffle for their personal benefit. Disclosure to the participants will not make it legal. Arizona has a limited exception available for certain non-profit organizations to hold raffles. That exception would not be available for the situation described.
