what laws are in place to keep a person from being charged twice for the same service?

As a franchise attorney I must ask what you are being charged twice for? Sometimes it's just a mistake that can be corrected after you notify the other party. If it's outright fraud, that's a different story. Consult with a good business or franchise attorney in your area for specific advice.
