Membership rights in non profit 501(c)3 organization
Can the paying membership of a non profit 501(c)3 organization be denied copies of the minutes of the Board meetings if that membership elect the Board members?

Not legally. A certified member is entitled to examine the books and records of the corporation at reasonable times during business hours by prior arrangement. For the corporation to deny that right could jeopardize the 501(c)(3) standing, and could subject the corporation to other penalities under state law.
