Can a
My question is relatively straightforward.
Can a consumer (as defined in the UCC) be the "maker" of commercial paper, negotiable instruments?
If a consumer can "make" an instrument (mentioned above) is the instrument valuable?

Yes, I believe you can be a maker of such an instrument.
Is it valuable? We must have a misunderstanding of some major point for you to be asking that. The value is the value; you don't create value by printing a piece of paper. If you're making such a paper, it is probably a contract with someone who promises to pay, for example, an installment note. The value should be self-evident.
