What is the statute of limitations on a lien on a vehicle, after the limitations is up can a person apply for a title?

There is a statute of limitations regarding the time to file a lawsuit on a contract, but I am not aware of a statute of limitations which automatically causes a lien to expire. I think you have to satisfy the lien to get clear title.
This is not really a business law question, but more of a consumer law question.
