Does a verbal agreement have standing in court?

Yes, oral agreements can be enforced. The plaintiff has the burden of proving that there was an agreement and what the terms of the agreement provided. Some agreements must be in writing to be enforceable under the statute of frauds, ie. real estate contracts.
