Well I think the first step is a visit to the police station to report her as missing and to provide them with as much information as you have on the 23 year old man... also provide them with a list of her friends..... information stored on her computer... and anything you have that will lead the police to help locate her. It is unclear from your question whether she ran away into Mexico... or in the USA. Even if she ran away while on actually in Mexico, she may have returned to the USA if she has papers that will enable her to cross back into the USA.
