Legal Question in Civil Rights Law in Arizona
I caught my next door neighbor taking photographs into my backyard from his backyard. I caught him at the nick of time. He told me he was video taping with his cellphone my dogs barking to complain to the homeowners association. Is this legal?

Yes, it is legal. He taped from a location he had a right to be into an outdoor area that was clearly visible to the public. I would suggest you do your own taping to assess how often or how loud the dogs are, etc., and protect yourself in case of lawsuit.
