Someone had bought a dog and agree to pay 10 dollars every week until it was paid off. Well they do not want to pay and say they did not agree to what was said. What should someone do in a thing like this?

Debts such as these are collected through small claims court. Contact them - they will provide the forms you need to present your claim and instruct you in how to proceed.
Re: Money
In bringing an action to enforce your rights, even in Small Claims Court, the plaintiff must prove its case by a preponderence of the evidence. That is it must show that it is more likely than not that its claim is true. Naturally, a writing setting forth the terms of your transaction would have assisted you in this. Your testimony, even though only your word against the word of the purchaser, may have the "ring of truth" and be believe by the judge. You shouls try to get a judgment, and next time be sure you put down the terms of any transaction on paper.
