do I have any recourse if my neighbors pitbulls charge the fence and scare everyone who uses my backyard?

Nope, not unless they bite someone.
You can complain about them to get the ball rolling, but it might be better off if you try to do a neighborhood mediation and bring in everyone who might be affected if those dogs get out of control.
It's one thing to defend your dogs, it's another thing to train them properly and still another to have the death or serious injury on your conscience when you knew better.
