Legal Question in Civil Rights Law in Arizona

I was walking home from the hospital (where I had met my girlfriend). A police car had pulled over a car onto hospital property. While they were handling that, I continued to walk home at a distance of at least 40 ft., I looked to see who was being pulled over. I never stopped and continued walking away from the scene. The next thing I know they leave that scene, come whipping around in front of me and stop me. As I voiced my displeasure in being stopped for nothing, they wrote me a ticket for littering after I was told to put my cigarette out. I picked it up and STILL received a citation for Littering! My question is ; Since I was innocently walking home with no cause to be stopped, were my rights of free movement violated? BTW, I am a minority and I feel like I have a racial profile lawsuit. Thank you.

Move away, out of Arizona! Not being smart with you either. The police there once shot and killed a person in a wheelchair for trying to escape!
