Is it legal for a delivery company to take a digital photo of a delivered package at the front door of a private residence?

Sure. Why wouldn't it be? The homeowner probably has the authority to forbid such photos but, unless the delivery company knows he has done so, they can still take the pictures.
Note also that, if the company is aware of a restriction from the homeowner that conflicts with its own policies, it might decide not to deliver the package. Its contract is probably with the sender, not the recipient, so the recipient may not be able to force the company to comply with his rules. Instead, he may end up having to go to them for the package. Or they might just return it to the sender.
