Child Support Recovery Act

My fiance is on probation for non payment of child support. His case is federal since his ex-girlfriend lives in W. Virginia. He was brought to court in W.V. for violating probation. He missed a UA and other minor issues. He was being prosecuted for Probation Violation, yet the prosecuting attorney had his ex take the stand to state that there were support issues. Why would her testimony be relevant and allowed in this case? He was also sentanced by the judge to live in W.V. I had to leave him in Charleston with only the clothes he brought for a 2 day trip and very little money with no job or place to stay. The penalty for CSRA (1992) is 6 months in Jail/ fine. I am curious about his rights being violated. Last I checked, the government could not make you move.
