Freedom of Information Act

I have submitted the Maricopa county required form from Human Resources-to Human Resources trying to get a variety of information, such as a flow chart and certain policies for Maricopa county government employees. I have not received a response and I am following the guidelines of the FOIA. Where can I get more info on the net about FOIA? Maricopa County government states on their form that they are not obligated to produce the information asked for. Is this legal? I am assuming that FOIA is under the category of constitutional law. Am I correct in this assumption?

You are looking in the wrong place. FOIA covers federal, not state, agencies. States have their own "sunshine" laws.
