can a lien be put on a car you are still making payments on and do not hold the title to?

If you're talking about a lien from a bill collector for a debt other than the car, the answer is a qualified "yes" if that creditor secures a judgment against you. The creditor would record an abstract of judgment in the county where you live and also could try to seize the car if there is equity -- that is, if the car is worth more than you owe, which usually is not the case.
