collection agent called my nieghber to tell them to contact me to see if they can call me to call them.(THE MESSAGE IS RECORDED ON THERE MACHINE)the collection agent is from Arizona

Nothing prevents a creditor from contacting your neighbors, friends, or family. There is limitations on disclosing personal information to 3rd parties. To prevent them from contacting you or anyone else, you can send them a cease and desist letter. However, doing so can have some negative impacts.
