Are debt buyers (allegedly bought credit card contract) required to be licensed by Arizona (as are "collection agencies") to collect in Arizona?

Sometimes a person who acquires a debt is assigned the debt by the credit card company... sometimes they purchase the debt. Without looking at whether this was an assignment or purchase... a single debt... or lots of debts, your question makes little sence. Collections agencies are required to be licensed... and if this business simply acquires debt to collect it, it is a collection agency.
