how can a third party collect on a credit card that was charged off ten years ago

If the debt is outside the statute of limitations, then there is not much the debt collector can do to try to collect it. However, they can still ask for payment, but most threats they would usually make are not allowed. It is very likely that a Fair Debt Collection Practices Act (FDCPA) violation is occurring if they are collecting on a debt that old.
