Can they repo my vehicle for money that I owe on repairs even though the vehicle is paid off?

A vehicle can only be "repo'ed" by someone who has a lien on it, or a judgment granted against you.

Does the business that did the repairs have a lien on the property?

Does the business that did the repairs have a judgment, signed by a judge, against you?
