163 - ME: Arraign/Vacate/Bench Warr - Party (002) what does this mean ? they have warrant or it was vacated ?

More than likely it means the Arraignment was vacated because the person did not show up so then a Bench Warrant was issued for them. In other words, they likely have a warrant.
