Legal Question in Criminal Law in Arizona

My brother stole from an employer 4 years ago and fired. They said they wanted to settle it but he never heard anything, now all of a sudden he gets a phone call from the owner saying he stole an outrageous amt (80,000-100,000) and if he doesn't pay it then he will have him arrested. The employer wants my brothers answer in 1 day. The employer claims they have been building the case for 4 years and they can prove it was him because they had hand writting analysis done

Is this blackmail? my brother is terrified,

Does he owe the money? Did he steal it? If yes then he may want to settle or he will have to go to court. However, he should only deal with the company's lawyer if possible to make sure this is a credible offer to negotiate a settlement and not just a threat or blackmail.
