Is there any case law preventing a law enforcement agency posting pictures of suspects, that may be juveniles, on a website and asking the public to help identify them?

At this point, not really. Depending on how the posting procedure was handled there could be some potential issues; however based on my understanding of current law, the general answer to your question is no.
